The 15th Conference of the Parties to
the United Nations Framework Convention on Climate Change was held in
Copenhagen between December 8 and December 18, 2009. During the meetings,
Québec demonstrated its leadership in the fight against climate change and
co-chaired the December 15th Third
Climate Leaders Summit that was attended by representatives of more than 60
Federated States.
Québec delegation to Poznan (French)
The Minister of Sustainable Development, Environment and Parks Line Beauchamp led the Québec delegation to the 14th Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change in Poznan, Poland, on December 1-12, 2008.
Québec delegation to Bali (French)
The 13th Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change was held in Bali on December 3-15, 2007. The Government of Québec unveiled new measures that made it the North American leader in this area.
Québec’s participation in various organizations
The Government of Québec has opted for mobilization and made a firm commitment to doing its part in the worldwide effort to fight climate change. To this end, it participates or has observer status in many organizations and partnerships:
- Network of Regional Government for Sustainable Development (nrg4SD)
On June 1, 2010, Québec announced that it was joining the Network
of Regional Governments for Sustainable Development (nrg4SD)
a 5-continent grouping of Federated States and regional governments
working proactively towards sustainable development. Québec becomes the
first Federated State in North America to become a member of this
network.
Nrg4SD was established in 2002 at the Johannesburg World Summit on
Sustainable Development. It has United Nations accreditation and
observer status at the United Nations Framework Convention on Climate
Change, the United Nations Environmental Program's (UNEP) Governing
Council / Global Ministerial Environment Forum (GC/GMEF) and the United
Nations Commission on Sustainable Development.

- Territorial Approach to Climate Change initiative of the
United Nations Development Programme (UNDP)
Partnership between Québec and Algeria focusing on the
Algerian region of Tizi-Ouzou. The partnership is part of the Territorial
Approach to Climate Change initiative of the United Nations Development
Programme (UNDP) and involves assisting the region in developing a climate
change strategy through the use of Québec's expertise and technology in this
field -

- The Climate Group and the Climate Alliance
The Climate Group is an international non-profit organization dedicated to promoting climate change action by a coalition of governments and the world’s most influential businesses. The Climate Group works to accelerate positive international movement in the fight against climate change, with an emphasis on solutions and best practices. Québec has been an active member of this NPO since February 2007.
The States and Regions Climate Alliance is a Climate Group initiative to advance the objectives of the Climate Leaders Summit in Montreal (December 5-6, 2005) and the Montreal Declaration. The Alliance’s mandate is to promote regional initiatives through the exchange of information on establishing reduction targets, economic development strategies and best practices (policies, measures, etc.) in the fight against climate change. The commitments made in the Montreal Declaration form the basis for these discussions. Climate Alliance exchange of information is coordinated by The Climate Group.
- The Western Climate Initiative (WCI)
The Western Climate Initiative is a collaboration of Federated States working together to establish a common approach to developing a North American carbon market.

- The Climate Registry
Created in May 2007, The Climate Registry is a nonprofits collaboration among American and Mexican states, Canadian provinces and territories and Native Sovereign Nations that aims at developing a GHG emissions registry for its members. As of March 17, 2008, the Climate Registry had nearly 61 board member participants including Québec, which has been a member since October 23, 2007.

- The International Carbon Action Partnership
The International Carbon Action Partnership is a forum of European, North American and Oceania governments interested in fostering the global growth of a carbon market as an instrument for fighting climate change.
- The Regional Greenhouse Gas Initiative (RGGI)
Created in 2003, the Regional Greenhouse Gas Initiative is an initiative of the governments of the northeastern United States (Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island and Vermont) that aims at regional collaboration to reduce GHG emissions. In 2006, members adopted an action plan to set up a GHG quota and emission credit exchange system for electric power plants. Since 2008, other U.S. jurisdictions such as the District of Columbia and Pennsylvania and some Canadian provinces (New Brunswick, Ontario and Québec) participate in meetings with observer status.
- The Conference of New England Governors and Eastern Canadian Premiers (CGNA/PMEC)
The Conference of New England Governors and Eastern Canadian Premiers
(CGNA/PMEC) adopted a Climate Change Action Plan in August, 2001. This
action plan targets the following regional GHG emission reduction
objectives: lower GHG emissions to 1990 levels by 2010 and reduce GHG
emissions to 10% below 1990 levels by 2020.
- The Council of the Federation
Created in 2003, the Council of the Federation is an institution that brings together the premiers of Canada’s provinces and territories. It owes its existence to the desire to promote cooperation among the provinces and territories, foster intergovernmental relations and encourage provincial leadership on issues of high priority.
The Conseil meets twice yearly and has committed to making climate change a key part of its forthcoming meetings. It has also committed to push for reductions in GHG emissions. To this end, in 2007 the Council of the Federation published Climate Change: Leading Practices by Provincial and Territorial Governments in Canada. This publication aims to facilitate inter-provincial cooperation and inform the population of Canada on member province policies concerning the fight against climate change.
