2006–2012 Climate Change Action Plan

Sectoral actions aimed at reducing or avoiding greenhouse gas emissions in Québec

Actions addressing Québec’s adaptation to climate change

Agriculture and biomass energy valorization

Measure 15: Set up support programs for manure processing and for the valorization of energy from agricultural, forest and municipal biomass

The Government of Québec wishes to encourage a reduction in GHG emissions through the energy valorization of forest, agricultural and municipal biomass. A program on bioenergy is in development and will support the emergence of this new green energy.

The Program for processing organic matter using biomethane and composting provides financial support for municipalities and private industry for infrastructures used to process organic matter that employ the above procedures. The program aims to reduce both GHG emissions and the volume of organic matter sent for disposal.

  • A Canada-Quebec investment for a green infrastructure project in Quebec City  - Press Release (2010-01-28)
  • Organic waste processing – more than 100 direct and indirect jobs created: Québec announces its participation in a biomethanization project in Rivière-du-Loup - Press Release (2010-01-12 - French)
  • Residual materials management policy: bringing the economy together with the  environment - $650 M for organic matter processing in Québec - Press Release (2009-11-26 - French)

Also, the agriculture component of Measure 15 was unveiled in April 2008 by the Ministère de l’Agriculture, des Pêcheries et de l’Alimentation (MAPAQ) as part of an improved Prime-Vert program. The new program measures will make it possible for agricultural operations to access financial assistance to implement technologies that will reduce their GHG emissions.

The Prime-vert (French) program aims at supporting actions to reduce GHG emissions in agriculture. Among approved projects are the installation of airtight roofing on liquid manure storage buildings to enable the capture and processing of biogas, as well as the replacement of greenhouse or livestock building heating systems that use fossil fuel with biomass or geothermal systems.

  • Prime-Vert is renewed – Significant investments to encourage agricultural producers to continue their “green shift” - Press Release (2009-04-28 - French)
