Actions addressing Québec’s adaptation to climate change


Government leadership

Measure 16: By 2010, improve energy efficiency of public buildings to 10 to 14% below the 2003 level and reduce fuel consumption of government departments and public organizations by 20%

The government intends to extend its good performance in public building energy efficiency, notably by setting targets ranging from 10 to 14%. Also, all new buildings in the public sector as well as enlargements and major renovations will be required to meet new energy performance standards that are at least 25% higher than those set for new buildings by the Model National Energy Code for Buildings. As well, the Government of Québec wants to lead by example in the field of transportation. Il intends to reduce fuel consumption in its departments and agencies by 20% by 2010, compared to 2003 figures. To this end, it will monitor the annual use of vehicles, improve maintenance procedures and upgrade training programs designed for maintenance personnel and vehicle users.

The implementation of this measure is coordinated by the Agence de l’efficacité énergétique.


Measure 17: Require each government department to develop a program to reduce GHG emissions generated by employees commuting to work

This program consists of studying staff daily commuting habits and suggesting alternatives to the single-passenger automobile so as to reduce GHG emissions.
During winter 2008, the MDDEP ran an employer program pilot project. The data that was gathered has been analysed, so as to plan additional action that will improve the situation. Moreover, an interministerial committee co-chaired by the Ministère du Développement durable, de l’Environnement et des Parcs (MDDEP) and the Ministère des Transports du Québec (MTQ) was struck to extend this test run to all Québec government departments in the coming years.

The implementation of this measure is coordinated by the MDDEP and the MTQ.
