2006–2012 Climate Change Action Plan

Sectoral actions aimed at reducing or avoiding greenhouse gas emissions in Québec

Actions addressing Québec’s adaptation to climate change

Residual materials

Measure 13: Implement the Regulation respecting the landfilling and incineration of residual materials (REIMR)

The REIMR includes several provisions aimed at controlling biogas emissions and constant monitoring of the efficiency of equipment put in place for this purpose. Henceforth, all technical landfill sites will need to assure management of generated biogas. The largest technical landfill sites that process more than 50,000 tons of residual materials annually will be required to capture biogas and, ideally, recover it or if this is not feasible, burn it.

Measure 14: Financially support the capture and incineration or valorization of biogas generated by landfill sites not so required within the framework of the REIMR

The Government of Québec financially supports the installation of equipment to capture and incinerate or valorize the biogas from these sites from an energy perspective, at sites not subject to Québec regulations.

The Biogaz program finances the installation of equipment for capturing, incinerating or valorizing biogas from landfill sites not covered by government regulations, through purchase of equivalent CO2 emission reduction.

Measure 15: Program for processing organic matter using biomethane and composting

This program provides financial support for municipalities and private industry for infrastructures used to process organic matter that employ the above procedures. The program aims to reduce both GHG emissions and the volume of organic matter sent for disposal.
