Public awareness and partnerships

Measure 18: Support a variety of public awareness initiatives and partnerships

The Government of Québec participates financially in several formative projects and various initiatives to educate the public in the area of the fight against climate change, as well as in partnerships aimed particularly at developing a carbon market.

Public awareness

  • Québec'ERE has received a grant of $40,000 for its “Ça chauffe en GES!” program that seeks to make elementary school children aware of the importance of reducing GHG emissions - News Release (2011-11-15 - French)
  • The Fight Against Climate Change: Minister Arcand offsets his travel GHG emissions and announces a $15,000 grant to ZÉROCO2 – Press Release (2011-10-31 – French)
  • A 10-million dollar grant has been awarded to the Association québécoise de lutte contre la pollution atmosphérique (AQLPA) to re-start the Clear the Air! vehicle recycling program – News Release (2011-04-18 - French)
  • A $49,000 grant to the Québec Ski Area Association for the implementation of Phase 2 of its “Coupe Ton Moteur” program that seeks to reduce greenhouse gas (GHG) emissions in ski resort parking lots - Press Release (2011-01-13)
  • Grant of $785,000 in financial assistance to the Regroupement national des conseils régionaux de l’environnement du Québec (RNCREQ) to extend its Défi climat climate mobilization campaign to all of Québec’s regions.
  • Grant of $450,000 to the Regroupement national des conseils régionaux de l’environnement du Québec to organize a regional consultation on reducing Québec’s dependence on oil.

  • The Action Climat (French) program is intended for NPOs and cooperatives in every region of Québec who want to develop awareness projects on the issue of climate change. The program is jointly managed with the Fonds d’action québécois pour le développement durable (FAQDD).

  • The Pacte des générations (French) aims at mobilizing students to confront the urgency of making common cause by creating a fund on university campuses to support student projects on sustainable development.

  • The Global Climate Campaign is an international, Montréal-based campaign in support of the fight against climate change. Its mission is to mobilize civil society and national public opinion to achieve consensus on an ambitious, firm and fair international agreement during the December 7-18, 2009 United Nations conference on climate change in Copenhagen.

  • The maison du développement durable is an ecological building demonstration project that in a broader sense seeks to educate the public and make people aware of the concept of sustainable development.

  • The national awareness campaign and the Sedna Foundation’s citizen action against climate change.

  • The Government of Québec was the main partner in a training weekend on climate change organized in April 2008 by The Climate Project Canada, an organization supported by former U.S. Vice-President Al Gore.

Partnerships

Measure 19: Implement a training program for Québec enterprises and organizations on various systems of CO2 credits

Since the Kyoto Protocol was adopted, various carbon markets have opened or are emerging. To assist Québec companies that work in this area, the Ministère du Développement économique, de l’Innovation et de l’Exportation (MDEIE) has developed a training program on carbon market-related business opportunities in Québec. As well, a two-day training program on the possibilities of creating emission credits in Québec is currently available. The MDEIE would like to add three new components to this training program, thus supporting large industrial GHG emitters who will eventually have to comply with regulations aimed at reducing their emissions. This department also intends to develop a procedure for shepherding companies interested in realizing emission credit generating projects in developing countries within the framework of the Kyoto Protocol-based development mechanism. Finally, it intends to support Québec businesses and other organizations that want to develop new quantification protocols for projects that are eligible for Canada’s offset system for greenhouse gases or for the Clean Development Mechanism.
