Certificate of Authorization and Project Notices
Producers are required to obtain a Certificate of Authorization or submit
a project notice prior to engaging in certain kinds of agricultural
activities.
Which activities require a Certificate of Authorization?
- Establishment of a new raising site that will generate 3,200 kg or
more of phosphorus per year.
- Increasing phosphorus production at a raising site to reach or
exceed 3,200 kg per year.
- Increasing phosphorus production at a raising site by 500 kg or
multiples of this figure where production is already equal to or greater
than 3,200 kg of phosphorus per year.
How to submit an application for a Certificate of Authorization?
Applicants should submit their request for authorization certificates on
the following form, which includes the list of complementary documents
required to process the application.

Which activities require a project notice?
- Installation of a new spreading site using liquid or solid or manure
management, where annual phosphorus production will exceed 1,600 kg, but
be less than 3,200 kg

Installation of a new raising site with liquid manure management,
where annual phosphorus production will be less than 3,200 kg
-
A transition from solid manure management to liquid manure management
-
Annual phosphorus production at a raising site that will exceed the
threshold of 1,600 kg or become equal to or greater than the following
thresholds: 2,100 kg, 2,600 kg, and 3,100 kg

The establishment of a livestock waste storage facility or increase in
the storage capacity of a facility
How can a Project Notice be filed?
Project Notice filings should be made using the Project Notice form, per
Sections 39 and 40 of the Agricultural Operations Regulation (French,
Word file, 493 kb).
Phosphorus Reports must be
submitted at the time of project notice filing.
To whom should an authorization certificate application or project notice be addressed?
Applications should be sent to the
Regional Office of the
ministère du Développement durable, de l’Environnement et des Parcs
responsible for the territory where the agricultural activity is planned.
