Soil Protection and Contaminated Sites
Rehabilitation - Technical Documents
This document, which includes general and thematic statistical data
concerning the management of contaminated sites in Québec, updates the
Bilan sur les terrains contaminés;
statistiques générales en décembre 2001 (Contaminated sites report
– Overall statistics for December 2001). New statistical data concerning
in situ treatment, the Programme de réhabilitation des stations
hydrométriques contaminées au mercure and new legislative measures were
added to this edition. Thematic maps complement the report.
Data provided for this document come from the
Système de gestion des
terrains contaminés (Système GTC) (Contaminated Site Management
System), from the Répertoire des
dépôts de sols et de résidus industriels (DSRI) (Inventory of
Soil and Industrial Waste Disposal Sites), SAGIR or Système d’aide à la gestion
des interventions régionales (Resource Information Management Business
Solution) and from various files administered by the Ministry.

- Bilan sur les terrains contaminés /
Statistiques générales en décembre 2001 (French) [Contaminated sites report – Overall
statistics for December 2001]
This report focuses on sites which have been contaminated by accidental
spills or by daily operations related to industrial and commercial activities.
The sites concerned all show a contamination of soils exceeding criterion B of
the Politique de protection des sols et de réhabilitation des terrains
contaminés (prior to the sites’ rehabilitation). All sites are included in
the Système de gestion des terrains contaminés (Contaminated site
management system) of the Ministère du Développement durable, de l’Environnement
et des Parcs, which is the main
source of information used. These sites have all been subject to interventions
by the Ministère.
In addition to providing background information, this document includes
general and thematic statistical data concerning the management of
contaminated sites in Québec. It is intended for stakeholders involved in
activities related to contaminated sites, municipalities, environmental
consultants, lawyers, notaries, financial institutions, environmental
organizations and owners of contaminated property.
This guide is intended for use by project managers at regional
offices of the Ministère du Développement durable, de l’Environnement et des
Parcs and by experts in the field of contaminated soils. It details the
objectives of the regulation and the reasons behind its implementation so as
to permit better understanding and foster its coherent application.
- La gestion des matériaux de démantèlement – Guide de bonnes
pratiques [Guide to Sound Practices in Managing
Dismantling Material]
This guide is intended to promote adequate management of such
material in order to reduce environmental impacts.
The guide details each step in the dismantling process: exploratory
investigation, inventory, characterization of areas deemed to be
contaminated, dismantling and, lastly, materials management.
Available from the ministère du Développement durable, de
l’Environnement et des Parcs.
- Guide de caractérisation des
terrains [Site Characterization Guide]
Notice to readers –This
PDF file is a facsimile of the ministère de l’Environnement’s Guide de
caractérisation des terrains published in 2003 by Les Publications du
Québec. Please note that the “ministère de l’Environnement” is the
former name of the ministère du Développement durable, de
l’Environnement et des Parcs. The guide is currently out-of-print and
only available online.
This guide sets out objectives and elements that should be considered
in a characterization study, especially to assess soil quality and
impacts on underground and surface waters.
Readers will find a number of essential concepts to carry out
characterization studies.
This document is intended for the various stakeholders (promoters,
experts, consultants, manufacturers, owners, municipalities and
financial institutions).
- Guide déchantillonnage à des fins danalyses
environnementales :
These guides describe planning and sampling best practices aimed at
ensuring quality control and validity of derivative scientific
information. This guide is published by the
Centre
d'expertise en analyse environnementale du Québec (CEAEQ).
- Inventaire des lieux d’élimination de résidus industriels
Gerled (Évolution depuis 1983 à l’état actuel) [Inventory of GERLED
industrial waste disposal sites: status from 1983 to today] (1998)
This document lists GERLED sites according to their reclassification
and takes into account changes made since 1983. It is available from the
Ministère du Développement durable, de l’Environnement et des Parcs.
This document describes the Ministère's requirements for wide scale demonstration and use of these
decontamination techniques. This reedition of the 1996 version has been
made consistent with the Soil Protection and Contaminated Sites
Rehabilitation Policy.
This guide explains acceptable approaches in order to assess accurately
on a local and regional basis the natural soil background values of
potentially contaminated sites. This guide aims at facilitating the
application of the Land Protection and Rehabilitation Regulation.
The guidelines governing assessment of ecotoxicological
risks to health are presented in this document, which was prepared in
cooperation with the Ministère. It takes into account
all relevant environmental policies and regulations. For a copy of the
guidelines, contact the Institut national de santé publique du Québec at

- Problématique des sols et des eaux souterraines contaminés par
des produits pétroliers, Sélection des paramètres analytiques
[Selecting parameters for analyzing oil-contaminated soil and
groundwater] (1993)
In addition to technical information on the
physico-chemical characteristics of commercial petroleum products, this
document recommends to laboratories and consultants a standardized
approach to characterization and management of soil and groundwater
contaminated by hydrocarbons.
